It's not hard, but there is no movement from ARDC to actually move forward with it. I'd be happy with a study of proposed ideas, at least it's forward movement.
Did you consider a /24 allocated for the purpose of anycast tunnel endpoints? Each BGP gateway could announce it alongside the 44/8 routes.
This is how 6to4 (IPv6 Internet-overlay tunnelling) works...
