There are currently 47 servers and 20 users on 9 channels in the whole WW Converse system. Do you really think that making new rules and guidelines and imposing restrictions on channel numbers will magically improve these numbers?
What is missing is a decent desktop and mobile client making the system useful for everyday ham communications in a messenger style. Saupp supports the IRC protocol, which is a step in the right direction, but only one step made years ago. Until there is a change in the usage paradigm and users stick with jnos/tnos atavism, nothing spectacular will happen.
