Maybe the key of success is a low-cost and easy to build modem. Your approach of using existing modules, and the compatibility with DMR amplifiers, seem to be very good things.
About the protocol itself, it may require some tunings or improvements, but it's just a matter of code. We'll be able to discuss about it here. This hardware platform, coupled with a Raspberry Pi, may allow lots of experiments...
