That is why I propose to setup a backbone where problems that end-users apparently do not want to solve (or are unable to solve) are solved by a couple of competent network admins. End-users should be able to connect using basic VPN software that can be obtained for all systems and most routers. (OpenVPN, wireguard, L2TP/IPsec, IPsec IKEv2)
Don't tell me that users are unable to do that! These days half the world appears to be on VPNs like NordVPN and I never hear that an average person cannot set that up. So a HAM, who is supposed to be somewhat more technically oriented than your average person, is certainly able to pull this off.
