Groups.io has no mechanism for uploading the archives of the mailing
list, which go back to 2009 and which I think are valuable.
There was a discussion with the site owner/architect about converting
mailman lists and archives back in 2015, but it petered out without
any resolution.
So I don't think groups.io is suitable for the 44net list. It seems
like a fine place for new mailing lists to be hosted, but not for
old ones like this one.
You are right that we need a place to upload code and documents.
The wiki is suitable for small documents, more like for info pages,
but for serious stuff we don't have anything at this moment. A long
time ago we had
ftp.ucsd.edu, but it's a legacy site that's likely
to finally die some day soon, and I no longer have any way to add
stuff to it.
