It doesn't. It is an user space encapsulation daemon. It does all RIP handling and routing inside the daemon, connects to the outside world via IPIP and creates a virtual ethernet interface providing 44.0.0.0/8 access.
I'll look into amprd...although I'm not sure how it enables IPv4 forwarding, tunnels, etc. on Ubuntu/LEDE (must test).
