It uses 32 bit ASNs, which are represented as a single number, the old 16bit:16bit scheme being obsolete, but backwards compatible. Mikrotik and Quagga support these new numbers without issues, and I suppose other devices do the same.
How you manage on a national level is up to your guys and gals.
