Yes, it's just getting started and so we haven't written it up yet.
It's really only applicable to people who DON'T use the tunnel system at their end user equipment and DO route all of 44.0.0.0/8 via a low-bandwidth/high-delay link, and who DON'T have some other arrangement in place. Primarily to accomodate HamNet end-users in Germany, outside of some regions of Europe, it's just a bunch of non-region-specific BGP-connected subnets. - Brian
