I agree that it could work better with teams. The more people who see a request ticket, the faster it can be dealt with. It might also be neat to report an average response time, like they do for businesses on Facebook. This could help identify regions where a backup coordinator is needed.
I don't think there's a good way to automate this. Requests have to be vetted for authenticity, valid (ham) use, appropriate size.
