If you are unable to get RIP broadcasts for any reason, you can get the encap data from the portal as a json file via its API.

You cannot 'connect' to the ucsd gateway.
The Pseudo-RIP data is specifically sent as encap'd packets (UDP inside IPIP) to the internet address of your gateway. - Brian
