This trace to my subnet is totally within the IPIP encap routing.
What Mark and I are saying is that inbound or outbound trace to
a non-44net address that would go through the UCSD gateway have
stopped as of the day that the initial "upgrade" to the new portal
on Wednesday April 3rd.
