In my experiences its just not practical to have input from a large number of people. We'd still be haggling about if we should sell some address space well past its prime.
Having just helped my local club replace an antenna system I can say for absolute certain that things go much smoother and quicker in a small subset/committee of folks are put to a task. So I think it's unrealistic to expect that everyone's input should be solicited.
I suggest focus on moving forward. My question for the community is who will be the next Brian Kantor? Its his determination years ago that enabled us to actually be able to use the address space. If there is someone with at least a modest data center connection and some coding experience, then please step forward so we can start that next generation network that will also support IPV6. In theory (I think) this time around they might not just have to do it out of the kindness of their heart. Since there are actually funds now, said person could apply for reimbursement for needed equipment etc.
