Please point out where the "the USA encryption restriction” over radio links, is documented. After all, D-Star radios use a proprietary codec. Heck even if you access https://ampr.org/ over a radio link, the connection is SSL encrypted, as are nearly all web sites in the world.
Encryption over RF links has not been illegal for years, at least in .US. I can’t speak for other jurisdictions.
