portal.ampr.org seems offline for me as well. So... I never really looked into where the portal was hosted before, but DNS (and a seemingly-legit delegation path) shows 81.174.235.134 for me also. RIPE WHOIS has entries that show that address spaces as a Plus.net ADSL pool? Interesting... Currently, Plus.net is announcing this space out AS 6871 via BT, AS 2856. However, traceroutes are showing total loss somewhere inside BT or at the edge of BT and Plus.net (or there are just no visible IP TTL hops inside of Plus.net).
