Perhaps a different word to achieve the result you're after. I'm not a wordsmith. But perhaps: isolated, independent, separate, detached ... These would all require explanation. Isolated from what? Independent of what? So maybe something that's more self-explanatory of exactly what you're trying to identify: NoInternetAccess
I think common word for isolated network is 'island'.
