I also use this in the init script in /etc/init.d
# Required-Start: $remote_fs $syslog $network $ax25
If you make sure it waits until network is up and ax25 is started, you will probably be better off.

Depending on your specific distro/version, SYSV may have been replaced with SystemD. A step in the wrong direction IMHO.
If you are still SYSV, insure your script is executable, then insure it's properly being called. My scripts need not be placed in rc.local but are SYSV compatable.
