Yes, but that's not the best choice for non-44 hosts. You should use the closest (networkwise) NTP servers instead.
The NTP pool project has worldwide pools of NTP servers. You can use POOL.NTP.ORG to automatically select one for you, or you can try ASIA.POOL.NTP.ORG and see what sort of ping times you get. For more info, visit http://www.pool.ntp.org/zone/il - Brian
