Depends on your topology, if other hosts in your subnet is blocked from
the internet, and for some reason you still want dns from the public
internet, you may want to setup a dns service specifically for this
reason; but if the hosts are connected to the internet, then you don't
need to setup your own DNS server at all, just point them to any public
providers, like someone said, the `1.1.1.1'.
If you are setting a DNS server, please take care of the firewalls, for
starter I would advise blocking access to 53/udp and 53/tcp from anyone
but your own net.

To be clear, they are the only root-servers.
for bind9, you can download preformatted root-hints:
https://www.internic.net/domain/named.cache
and define it as cache in the configuration file, as for dnssec, it
should be included in the bind9 package, if you are using a debian alike
distro.
