I’m setting up my Raspberry 3 for HAMNET.
To configure my DNS server, I need the address of a root DNS server.
Is there one or more root DNS servers dedicated to HAMNET?

Ok, but I'm surprised that Hamnet network use Internet root DNS server, for example : a.root-servers.net. Logically Hamnet should be independent of provided services on the Internet. We should have our proper services on our network. We don’t have our own root DNS server, like for example : a.root.ampr.net ???? I for one may have misunderstood you. What exactly do you mean by 'root server'? Perhaps you confuse it with 'authoritative server'? The authoritative name server for 44net is - I believe - ampr.org

I installed a Raspberry with Yunohost (Debian like). I installed a DNS server IP: 44.151.31.6 ----> f1sxo-1.ampr.org but what IP address should I tell him as a DNS server for zone 44.151.X. X?
Example: When I configure a DNS server on Internet, i use Bind with "dns-root-data" package or I tell it as a higher IP server (root DNS) a. root-servers.net 198.41.0.4
Witch DNS server should I specify to configure the DNS server on my Raspberry network. 44.15.X.X?

Depends on your topology, if other hosts in your subnet is blocked from the internet, and for some reason you still want dns from the public internet, you may want to setup a dns service specifically for this reason; but if the hosts are connected to the internet, then you don't need to setup your own DNS server at all, just point them to any public providers, like someone said, the `1.1.1.1'.
If you are setting a DNS server, please take care of the firewalls, for starter I would advise blocking access to 53/udp and 53/tcp from anyone but your own net.

The internet to my understanding is an open to join network, and since we are using public IP spaces from the internet, I do believe it's a integrated part of it.
