I for one may have misunderstood you. What exactly do you mean by 'root server'? Perhaps you confuse it with 'authoritative server'? The authoritative name server for 44net is - I believe - ampr.org

See https://www.iana.org/domains/root/servers To be clear, they are the only root-servers. for bind9, you can download preformatted root-hints: https://www.internic.net/domain/named.cache and define it as cache in the configuration file, as for dnssec, it should be included in the bind9 package, if you are using a debian alike distro.
