Yes, that for sure is everyone's decision, motivated both by regulations and policy. In our network we have quite some Linux systems and we like to be able to update them using standard distribution methods. That requires internet access. Similar for other devices. And some amateur-radio oriented systems like Echolink and D-Star use internet services. Too much work to get that all whitelisted.
But I can fully understand why not everyone would want to do that.
