You were misinformed; the regional coordinators aren't authorized to approve BGP-connected subnets. They can allocate the subnet but can't yet approve the connection/advertisement. That has to be done by the network manager, currently me.
At this time, BGP advertisement of subnets requires specific authorization from us; there's an application and approval procedure that needs to be gone through so that alarms don't go off and we don't think another part of our network is being hijacked.
We've had to contact NSPs before and tell them that they were hijacking a piece of our network and to please stop. So far they've all been cooperative, but it has taken some significant explanation to get the problem escalated to someone who understands what's wrong and why.
The Terms of Service on our website describes the contract process and the information that has to be supplied.
I'd appreciate it if anyone interested in directly connecting their subnet would please correspond directly with me on this and we'll get things worked out.
