ve1jot is usually never reachable and the explanation I got was that it’s
the setup at his end. At one time I was able to ping him regularly to
overcome it but that hasn’t worked for months..

I took a quick look at both the portal and the encap file, and I
don't see a problem with either one of them. Perhaps if you gave
a bit more information, like WHICH neighbors you can't connect to,
I might be able to check further.
