What happens now is if the request for BGP is made with a state or
country coordinator, when it is "approved" it is picked up by G1FEF who
changes the allocated subnet. Why then is the local coordinator involved
if the result is to be outside of the local plan? A longer view
clarification needs to happen so as to avoid mistakes and questions.
