Are entries required to be open source and benefit amateur radio?

As to the ongoing maiing list discussion: I would like to propose we
form
a subcommittee of interested members to review the organizational bylaws and make recommendations to the Board of Directors for improvements.
I also think we need to communicate better and more efficently.. Perhaps we can add some newer open source software tools to ensure smoother communication?

The team whose radio design most reliably achieves successful
