This is interesting...as of today:

OK, that says, as you mention "Grants are not yet available. Do not
apply at this time."
But this indicates that 2 grants have, in fact, been dispersed.
So...if nobody can apply for grants at this time, how did it work for
TAPR and ARISS, exactly?
And since the 44/8 sale was announced on 2019-07-19 and the TAPR grant
is listed on that page with a grant date of 2019-08-01, that's a
duration of (8) business days in between. Seems like an awfully fast
turn around from "bear with us, we have no process for you to even apply
for grants, much less award anything yet!" to:
1) TAPR becomes aware of grants from ARDC
2) TAPR writes grant request and applies to ARDC
3) ARDC reviews grant request
4) ARDC awards TAPR $10k USD.
One wonders, then, if TAPR had advance knowledge of the availability of
grants, or if their request got somehow fast-tracked because some
animals are more equal than others?
Mind you, I have no problem with TAPR as an entity nor what they're
doing with the award...just wondering how the process managed to unfold
so quickly, especially since the grants page still tells everyone else
not to bother applying yet.
