100.71.129.62 is a CGNAT ip. You will not be able to receive the IPIP packets; this not a real ip for packets to route to you. If you check any “what is my ip” website you will get a difference IP; this is your isp source NAT address. You need to ask your isp to give you a real IP again.
Or switch to the 44connect WireGuard service which is perfect for situations like this.
Or get a real ip routed in from a service like getrealip.net but a 44net ipip connection would be double-tunneled.
