Being a former director on two 501(c)3's (and who
volunteered and
heard nothing) - I took time to review the annual reports. I have some
questions.
Who would I direct those to?
Our executive director Rosy Schechter should be point of first contact
for questions like these. However, she's traveling this week, and since
these are all "easy" questions for me to answer, I'm choosing to type
this reply so you don't have to wait until next week to hear from her.

receipts/donations, only outgoing funds as "granting" "projects"
ARDC is now the form of 501(c)(3) called a Private Foundation, which is
different from the public charity form you may be more familiar
with. The big difference is that we disburse grants and gifts from an
existing endowment, instead of actively soliciting donations to cover
our cost of operations. A side-effect is that our federal filing
switched to a 990PF, from the "normal 990" used by public charities.
I'd like to see you Public Filings and any
required by California - or the
Regents System, etc. as applicable, etc.
We are required to file annual tax information reports with both the IRS
and the state of California. All of our filings are matters of public
record and can be found through their respective public interfaces. To
make the information easier to find, we directly publish our annual
audited financial statements and associated IRS filings here:
https://www.ardc.net/about/legal/ardc-finances/
There's a lot of detail in each 990PF, but to understand what the grant
money is actually going to, you might also be interested in reviewing
the list of awarded grants at:

Your 2023 IRS Form 990-PF not yet posted to your
website - I await
viewing it
Correct. The filing deadline for 990/990PF forms covering the previous
calendar year is 15 May, and depending on the workload at the accounting
firm that works on the annual audit required by the state of California,
and what questions they have for us (or we have for them!) through that
process, in past years we've often needed to request the instantly
approved IRS 6-month extension of time to file.
