I guess there are two camps, those looking to join the network as you say, but I'd venture to guess this group is more so looking for a public IP etc.
I have a foot in both camps, and have two allocations to reflect that. One allocation is BGP routed and provides several services to hams around the world. The other is on the IPIP mesh. I've moved the IPIP tunnel offsite to a VPS, where there's fewer issues with getting IPIP to work, then I use other means to get the block to my site(s). Currently, I'm using ZeroTier with a lot of success. Eventually, I hope to self host the ZT network, to give me more flexibility with allowing connections. ZeroTier has the advantage of acting like a virtual LAN, so that the VPS uses only one IP for itself, without needing to subnet or use NAT to distribute the IPs. A VPN using a TAP interface would work, but may be limited to Linux only hosts, requiring more bridges than my setup (where bridges are optional).
Then the origional camp/ spirit (at least in my opinion) is to learn.... heck maybe even create their own custom network protocol. The sandbox effect lets one test with others without much concern of incomming traffic from the general internet.
Yep. Experimentation with both networking, as well as hosting services on a dedicated virtual network for hams. Eventually, I want to add RF endpoints (both high and low speed) to my IPIP subnet.
