[44net] Introducing Chelsea Párraga, our new Grants Manager

Hello, 44net!

I'm thrilled to introduce y'all to ARDC employee #2: Chelsea Párraga! Chelsea comes from a family full of hams, as well as a background in both fundraising and grantmaking - most recently at History Colorado. In addition to being well-versed in all things grantmaking, she also loves learning and has even done some experimenting with a Raspberry Pi.

She's been with us for a couple of weeks now and has definitely hit the ground running!
