Well, not exactly. These are gateways or hosts/routers upstream of the gateway that said 'no' to the RIP transmissions. A gateway that is completely dead won't be there either, because it didn't respond at all.
So if they're in the list, something is probably wrong but it's not enough information to declare it dead. - Brian
