Brian,
I definitely agree that all valid hosts should be ping-able, all of my valid hosts should respond to ping. Would you suggest a NAT configuration to reach 44.0.0.1 via ping?
I used as my premise a previous conversation where you noted that 44.0.0.1 is known not to respond to pings.
