Submittal without verification and avoiding duplicates is problematic.
Also callsign ID is only required on RF, there are services on 44.x.x.x
that are not fundamentally RF, though amateur related. If you are using
AX.25 on RF, the ID can happen there.
That being said, delegated reverse DNS is a good solution.

Why can't you submit updates to the main DNS server? What would be
