I couldn't even get a response to my portal request for a block to
announce in Texas, and direct communication outside the portal to the Texas
coordinator was unsuccessful as well. Good luck with the SWIP request, but
I wouldn't hold my breath.

You can get a block to announce, but SWIP is not going to happen.
We've been pushing for it to happen, there is not a technical reason.
