Hello,
I cannot access https://portal.ampr.org from 2 different commercial internet providers (e.g. not 44net).
It seems that I can connect to the http version, which redirects to the httpS version.
Does anybody else have this problem?

It's there now. 17:03 GMT
My ISP had a multi region network authentication failure from 0800 to approx 14:00 GMT. Well that how long I my systems were cut of. Paul G4APL In message 96b0d8677c697de2efd6cba3eb465539@laru.lu, "Marc, LX1DUC" lx1duc@laru.lu writes

Hi Marc,
If you can reach the HTTP server then you will be able to reach the HTTPS server unless something your end (your ISP?) is blocking it.
Just logged onto the server:
[chris@portal ~]# uptime 10:34:06 up 12 days, 43 min, 0 users, load average: 0.04, 0.01, 0.00
It’s been up and running since I last had to reboot after some patches I applied.
I also monitor the services remotely, from a completely different network using Nagios and there have been no outages in the HTTP or HTTPS service since the reboot.
So a bit of a mystery for you :-)

It works fine for me via my isp. both http and https. http://portal.ampr.org gets redirected to https://portal.ampr.org. I can login, etc.
