It depends.
Normally, /24s aren't IPIP tunnel routed, although there are
exceptions. All tunnel routing by
gw.ampr.org is filtered at the
/32 level, based on DNS registration, so if it *were* tunnel routed,
.0 and .255 may or may not be blocked depending on what's in the DNS.
