First thought would be that BGP is too difficult for 90% of the HAM operators.
Setting up BGP on a MikroTik is much much much easier than getting IPIP mesh to run on anything!

I see an opportunity here to learn BGP. I'm for this idea.
I would be curious to try bgp also. Getting ipip going was quite an effort. I changed router, isp and had to dig through a few of you gentleman's different docs to get a solution that worked for me. I like a challenge so can't deny it was an enjoyable experience but it's rather a high bar to entry so to speak.
