Yes, they can do IPIP. Just not the way we do it. The are not able to do
point to multipoint IPIP.
To implement our mesh, you need either an external machine to provide tunnel
configuration from the portal, or a script running on them to do it.
In the end you will get some 400 tunnels which are kept up to date by those
scripts.
But if you go this way, don't look at the low end models (like the 750GL -
by the way, it is out of production).
Try to aim router like the 3011, the 850Gx2 or higher.
I use a 1100AHx2 and am happy with it.
