Minor correction to the original poster:
The location of a device does not determine its Stratum. Its location is irrelevant.
A Stratum-0 device is any device that has a highly accurate internal clock which is
synchronized with UTC time. (GPS Satellites are an example)
A Stratum-1 device is any device that gets its time information directly from a Stratum-0
device. (A computer that gets its time information directly from a GPS signal)
A Stratum-2 device is any device that gets its time information directly from a Stratum-1
device. (A computer that gets its time from a Stratum-1 computer over a network)
