Hi Chris,
I am able to ping and connect to my server via 44net IP address. However, I can't ping
outside from the server using the tunl0 interface. I'm wondering do I need any
specific configuration or add any routes if I want to connect to Internet with my 44net IP
on my Debian server?

So it is working. Maybe check your firewall configuration?
if you want a host inside the IPIP mesh to check against you can use 44.63.7.215
