Is there any tool for doing local Rip packet generation similar to the
main AMPRNet one? Perhaps Github or ?
I'd like to use it for testing and, prior to opening up with the
official system, building both local and community 44-net subnets.

Bill,
ampr-ripd can generate a copy of the packets, just use the -f argument.
Then, use the -e argument to specify a destination IP address.
