While you've come to the wise conclusion that amateur radio is not the best
vehicle for this application (and by the way, I do wish you well...and
congratulations on your expanded family), there's one small point to be
made here: US law has nothing to do with it. Bangladeshi law would be the
relevant entity here.
The general point is that amateur radio is regulated pretty much everywhere
in more or less similar ways, with restrictions on content, encryption,
commercial use, etc. It's not that anyone would dislike it, but the
Bangladeshi authorities would likely want a licensed amateur on their side
of the communications.
Should amateur radio become something that you want to have another look at
in the future for communications with your daughter, I'd recommend looking
at
http://www.barl.org to get a sense about what's required on that side.
