I'm wondering if the index page issue only effects "Coordinators" ??
I've seen some postings here that some are logging in and all is ok.
But the index page is suppose to show the extra "coordinator" link that
non-coordinators don't see when they login.
Here is the total source code my browsers get "after" logging in.

New subject: Portal Down ?
Still not working for me. Yes, I'm a coordinator. I tried clearing my
cache, but it still just returns a blank page in Chrome.

I can login with a coordinator login. (But my coordinator login still
has the problem that I cannot see the allocation requests, so maybe
the coordinator login doesn't show the issue, because it is not
really a coordinator account.)
(Chris and Brian, I know you the ampr portal is not your dayjob, but I
have contacted both of you about a year ago about this issue and
recontacted both of you several times, each time with no feedback
(except for the acknowledgment of the email). I have since then given
up and I don't expect this issue to be fixed, as such I have setup my
own IP Address Management tool in order to manage allocations. Sad but
true.)

Brian was able to fix it. Essentially allocation requests were sent to
an account which was not setup as a coordinator, hence I couldn't
handle the requests.

After login the link on "Allocations" goes to
https://portal.ampr.org/networks-manage.php which does not exist
https://portal.ampr.org/networks_manage.php however does exist.

If you are a coordinator and need to get to the networks page, you can
use the link https://portal.ampr.org/networks.php once you get logged
in.
