Hello John,
While this can be true if the user requested a /24 from a local
coordinator, it would go that route but this user didn't mention what he
did. He also might have requested a block from 44.31.0.0/16 (the new
approach Chris has been preferring) where Chris G1FEF is the coordinator
there.
