While this can be true if the user requested a /24 from a local coordinator, it would go that route but this user didn't mention what he did. He also might have requested a block from 44.31.0.0/16 (the new approach Chris has been preferring) where Chris G1FEF is the coordinator there.

Exactly -- the local coordinator does the vetting and advice and then the system sends it to Chris. I find it is also helpful for the local coordinator to give Chris a heads up on the request, eg. "I know who this is and what they want to accomplish" ....
