Don't forget that once a person has changed email addresses without updating the portal then return replies to the update announcement will hit the portal indicating such and go into lala land.

A reminder email once a month is customary. But the contents of the email that was sent don't match your description of what you meant to say. The wording of the email includes "warning," is prompting for action "soon", and specifically says we must login once a month.
Specifically: "Subject: Re: [44net] Dormant account warning" (warning usually indicates something bad) "Your account on the AMPRNet portal has been dormant for over one month." (the allocations are actively used) "It is important that you login regularly ..." (evidently not true) "Please login to the AMPRNet portal soon:" (evidently not needed) "... please login to the portal at least once every month and ensure that your details are correct" (evidently not needed)
Based on your description of what you meant to say, I suggest something like the following.
Subject: Monthly AMPRNet Portal Account Reminder
This is a monthly reminder that you have an account on the AMPRNet portal: https://portal.ampr.org
It is important that you maintain up-to-date records of your personal details and your resource allocations, e.g. IP allocations, DNS entries, etc.
You must login at least once a year to indicate that your account is still active. Other than that, if your records are up-to-date, you don't need to do anything.
If you have any questions relating to this email, you may reply to it and a human being will read it and respond.

For users who haven't logged in for over a year, I would expect a different message which requests immediate action. The message should be sent a few times, perhaps once a week for a couple of months, before any action is taken to remove an account. Remember, people travel for multi-week vacations, spend time in the hospital, email gets put in spam folders, etc. The damage due to deleting an active account is far greater than the slight problem of letting an account linger for a couple of extra months.
