I have little experience with packet radio (it's on my to-do list), but you can certainly run an Echolink node on Linux if it's on top of an IRLP node. (I have two such nodes, one of which is nomadic but the other of which is permanently located and runs on a 44net IP.)
If it's at all of interest, you can also run D-Star hotspots on Linux machines. I run a pair of hotspots (2m and 70cm) on the same computer that runs my EchoIRLP node on 44net.
