It is possible the regional coordinator may have a local preference as to where in his/her numbering plan, larger allocations are placed. Once the allocation is established, it is handed over to Chris for global action. He (Chris) will need knowledge of the underlying carriers involved and the ASNs of same. It is best if you already know a little about your carriers’ ability to support the request (unless of course you are, or represent the carrier).
