Steve May you be kind and make a traceroute from UCSD Router to the Commercial IP of this gateway to see the nodes it passes throug ?

Yes the outside address 31.44.137.3 does respond to pings. And I don't see that address in any of the error logs, so its not bouncing the periodic ipip rip packets, so it seems to be accepting ipip.
But you are correct, I can't get a ping reply to 44.138.0.8 from my ampr ip or from the internet. So I'd say things are reaching the commercial ip of your gateway, but something is misconfigured after that point.

If you or anyone else recognizes those as your public IP's, you should look at your setup
