For best connectivity it is advisable to route the networks you announce on internet BGP on the IPIP mesh as well.  E.g. by making the internet router run the IPIP configuration (including ampr-ripd) alongside the BGP routing.

Then you can route towards Germany over the IPIP mesh while still having direct routing to internet for other addresses.
